Program Introduction:  
9th Way Insignia Technology is looking for a Computer Systems Engineer/Architect to join our team and assist in providing Information Technology Program Management and technical support (i.e., development, operations and maintenance) to the Department of Veterans Affairs, Benefits and Memorial Services (BAM) Portfolio.  BAM provides high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to the Veterans at the point-of-care as well as throughout all points of the Veterans’ health care in an effective, timely and compassionate manner. VA depends on Information Management/Information Technology (IM/IT) systems to meet mission goals, and deliver world-class, innovative systems that ensure reliable, secure, and seamless delivery of benefits and services directly to Veterans and their families. The BAM serves the Veterans Benefits Administration, the Board of Veterans Appeals, and the National Cemetery Administration to develop and manage advanced technology solutions.

A Computer Systems Engineer/Architect aligns within 9th Way Insignia as an Engineer (3).   An Engineer 3 typically performs multiple engineering-related tasks in various assignments within the project and firm. An Engineer, 3 oversees the design, development, implementation, and analysis of technical products and systems.  An Engineer, 3 has broad knowledge of engineering procedures and assists in the resolution of complex problems.  An Engineer, 3 has strong technical skills and background, a knack for learning new technologies, and a blend of good problem-solving and innovation needed to resolve a wide variety of technical production challenges.     

  
Functional Job (LCAT) Information:  
Computer Systems Engineer/Architect-Design and develop solutions to complex applications problems, system administration issues, or network concerns. Perform systems management and integration functions. A Computer Systems Engineer/Architect-Design plays a crucial role in the design, development, and implementation of complex computer systems and architectures.  They work closely with cross-functional teams, leveraging expertise to conceptualize, plan, and execute solutions that meet the evolving needs of clients.  

 

Responsibilities:  

Collaborate with stakeholders to understand business requirements and translate them into technical specifications and system designs. 

Design and architect scalable, reliable, and secure computer systems and infrastructure solutions. 

Conduct comprehensive analysis and evaluation of existing systems to identify areas for improvement and optimization. 

Develop prototypes and proof-of-concepts to validate design concepts and feasibility. 

Lead the implementation and deployment of system architectures, ensuring adherence to best practices and industry standards. 

Perform performance tuning, troubleshooting, and debugging of system components as needed. 

Stay abreast of emerging technologies and industry trends to drive continuous innovation and improvement. 

Provide guidance and mentorship to junior team members, fostering a culture of knowledge sharing and collaboration. 

 

Requirements:  

Bachelor's degree in Computer Science, Engineering, related field; advanced degree (or  equivalent work experience in lieu of degree). 

7-9 years experience designing and architecting complex computer systems and infrastructure solutions. 

Proficiency in system design principles, including distributed systems, microservices architecture, and cloud computing. 

Strong understanding of networking, storage, and virtualization technologies. 

Experience with containerization and orchestration tools such as Docker and Kubernetes. 

Familiarity with DevOps practices and tools for automated deployment and configuration management. 

Excellent communication skills with the ability to articulate technical concepts to non-technical stakeholders. 

Strong analytical and problem-solving abilities with a keen attention to detail. 

Proven ability to work effectively in a fast-paced, collaborative environment. 

 

Preferred/Desired:  

Industry certifications such as AWS Certified Solutions Architect, Microsoft Certified: Azure Solutions Architect, or Google Cloud Certified Professional Cloud Architect. 

Experience with infrastructure-as-code tools such as Terraform or CloudFormation. 

Knowledge of cybersecurity principles and best practices. 

Experience working in Agile/Scrum development environments. 

  

Salary Range:  

The salary range for this position is  $96,370- $123,000. 

9th Way Insignia’s range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
